WHAT I DO
[TALK ABOUT YOUR CHALLENGE]
[ FIELD EXPERIENCE · CASE 03 ]

BREXIT PROGRAMME
OFFICE

Programme Office & Delivery Lead · August 2017–December 2019
Turning an unprecedented, fragmented change programme into a disciplined, manageable programme.

[ SITUATION ]

A BANK-WIDE RESPONSE TO AN UNPRECEDENTED CHANGE

Deutsche Bank needed to prepare for the UK leaving the European Union while the final shape of Brexit was still uncertain. The programme had to protect the bank's ability to continue serving EEA clients, with delivery spanning business lines, technology, operations and control functions.

[ PROBLEM ]

A FRAGMENTED PROGRAMME WITH NO SHARED VIEW

When the programme was reviewed, outcomes and workstreams were under-defined, there was no aligned roadmap, dependencies were poorly understood and Steering Committee governance was not yet effective. The programme involved eight workstreams, approximately 80–120 core participants and a much larger population affected by the change. There was no blueprint and a hard external deadline.

[ INTERVENTION ]

CREATE THE HORIZONTAL VIEW THAT DELIVERY NEEDED

Formally responsible for the programme-wide PMO, I worked directly with the overall Brexit Initiative Lead as the programme office and delivery lead. I standardised planning, connected dependencies across workstreams, mapped risks and issues to delivery outcomes, and helped create an integrated master roadmap. Reporting was automated where possible so the team could spend its time understanding the work, challenging assumptions and preparing useful decisions rather than producing dashboards.

I also held the programme to a prudent planning assumption rather than allowing political uncertainty to weaken delivery. Where work was at risk, I intervened directly, including taking on the client cut-over workstream as a separate turnaround assignment.

[ WHAT CHANGED ]

BETTER DECISIONS, CONTINUITY AND DELIVERY THROUGH TO THE END

The programme became disciplined and manageable: workstream plans could be compared, dependencies were visible, risks had a clearer relationship to outcomes and senior forums could focus on decisions. The Brexit programme was declared a success and all internally controlled workstreams were completed. As leadership changed, I provided continuity, coordinated the remaining activity and saw delivery through to the end without claiming the formal overall lead role.

[ TAKEAWAY ]

COMPLEXITY BECOMES MANAGEABLE WHEN THE WHOLE SYSTEM IS VISIBLE

My role was not to own every specialist answer. It was to connect the answers, expose the assumptions and dependencies, and help the people accountable for delivery make better decisions. That is where programme management becomes delivery capability rather than administration.
