YOUR RAG STATUS IS NOT YOUR PROGRAMME

4 MIN READ · PUBLISHED: FIELD NOTE SERIES

The executive steering committee meets every month. For eleven consecutive months, slide 3 shows an unbroken row of reassuring green circles. In month twelve, the status abruptly shifts from Green to deep Red, accompanied by a request for a six-month extension and £8m in additional budget.

Executives are shocked. They ask: "How did this happen overnight?"

The answer is: it didn't happen overnight. It was failing in month three. The status reporting simply concealed reality until reality finally overwhelmed politics.

The Mechanics of Watermelon Reporting

"Watermelon reporting" — green on the outside, red on the inside — is the rational behaviour of project teams operating inside punitive governance systems. When organizations punish leaders for reporting Amber or Red, they incentivize people to report compliance rather than reality.

Project managers reason: "If I report Red today, I will spend the next three weeks writing corrective action plans and answering audit questionnaires instead of doing the work. If I report Green, I buy four weeks to fix it myself."

Milestone Activity vs. Verified Capability

The fundamental flaw of traditional RAG dashboards is that they measure activity completion rather than verified delivery capability:

  • "Architecture Blueprint Complete" — Green (meaning a 100-page Word document was submitted, not that engineers can build against it).
  • "System Integration Testing Started" — Green (meaning test environments exist, not that transactions actually flow end-to-end).
  • "Change Readiness Pack Distributed" — Green (meaning an email was sent, not that operations can run the new process).

How to Inspect Ground Truth

If you want to know how a programme is actually performing, stop reading the summary dash. Ask three operational questions:

  1. What is the oldest unmade decision? If a critical architectural or governance decision has sat on the steering agenda for more than 4 weeks, the programme is drifting.
  2. Can we see a working transaction end-to-end today? Not a mock-up, not a slide deck. A real payload moving through the interfaces.
  3. What are the top 3 external dependencies, and when did their owners last sign their delivery date?
